| dc.description.abstract | Although the PPP Law came into force, it sets forth only the general principles of PPP Contract award and high-level requirements to tender procedures. Implementation of PPP Projects falls under the scope of regulation of PPL. The study of PPL presented in Chapter 2 shows that the current regulatory framework has been developed to regulate the traditional public procurement sector (procurement of works, services, and goods). As a result, due to the current unclear regulations in PPL, the PPP Projects face many conceptual and implementational inappropriate and non-applicable provisions that make the implementation of a PPP Project almost impossible. The need for legislative amendments is obvious. | en_US |
