In the Civil Aviation practices passenger handling encompasses a whole series of extremely complex operations which are vital to the efficient functioning of civil aviation, covering a wide range of activities from passenger check-in to the loading of baggage.
However, the existing chaos in Armenian civil aviation prevents providing passenger handling services in accordance with international standards. In fact, on one hand passenger handling services are provided by Armenian Airlines which is not so enthusiastic about providing high quality services. On the other hand, Yerevan Airport Zvartnots serves as a “runway” for aircraft’s landing and take-off. Due to this ineffective division, there are a lot of problems in Armenian Aviation system, particularly in providing passenger services.

The present project deals with the problem of revivifying the viticulture industry which is in a critical stage in Armenia. Research and practical suggestions have been carried out in the Areni village of Yeghegnadzor region. In this village, we have seen almost all common problems that Armenian viticulture industry is currently facing. Several political and economic factors have created the situation where formerly united farmers are now separated. As a result, farmers cannot extend, or even maintain, the previous production level, because of their economically unviable plot size, high costs of irrigation, lack of fertilizers, chemicals, and fuel for transportation and machinery operations. The gap between privatized land owners, state owned suppliers and processing enterprises bring villagers with the problem of production and delivery. The situation is unnecessary and unacceptable to Armenians as a society.

The main objective of the project is to conduct an organization and management analyses and to come up with proposal of effective and adequate control mechanisms for APD’s activities. The research was merely concentrated on investigation of particular control issues, it rather aimed to provide the organization with effective tools and mechanisms on overall organization level. There were two reasons for this. First, most of the problems identified by the research were not limited by the scope of activities of certain departments. Second, APD has not any clearly established separation of functional activities so this approach will help the organization to coordinate its operations in a functionally oriented manner. The research group developed two alternative solutions of the problem and recommends the one which is by the research group’s understanding is more fundamental and long run oriented. The alternative recommended will provide the organization with reliable and strong tools to overcome the identified problems and successfully cope with possible future ones in the areas of Human Resource Control, Financial Resource Control and Planning, Physical Resource Control, and information Flow Control.
